Make the crust: In a bowl, add flour, sugar, salt, baking powder, orange zest. Mix to combine.
Cut the cold butter into chunks. Add the butter and combine to form crumbles or small peas size.
Add the eggs; 2 yolks and 1 full egg. Mix to combine to form a dough. Add a few drops of cold water like a tablespoon at a time.
Sprinkle flour on a worktop surface, place the dough and knead to come together.
Wrap the dough to form a disk and refrigerate for about one hour.
Preheat the oven to 375 degrees F.
Make the filling: Peel the apples, core, and dice.
Add about two tablespoons of flour, cinnamon, lemon juice, salt sugar, and orange zest.
Mix to combine.
Spray the baking pan and set aside.
Remove the dough from the refrigerator and place on floured surface.
Knead the crust for about one minute. Use a rolling pin to roll out the dough you can work in batches.
Use a cookie cutter or any round shape object to cut the dough, place into the muffin pan and add the apple fillings.
Brush with egg wash, and cover with another piece. Slit/make a small hole on the top, pinch the edges of the sides; the bottom and the top of the dough together. Don't worry the closing edges don't have to be all "pretty", just make sure it all closed.
Continue with the process until you're done. Brush with the egg wash and sprinkle sugar over the top. Bake in the preheated oven until golden brown. About 20-22 minutes; the time may vary.
