In a small bowl, mix the last three ingredients; soy sauce, sesame oil, and brown sugar then set aside.
Clean and rinse the cabbage, carrot, green bell, onion then cut and shred.
In a wok or pot heat, add the ground beef and brown it (cook until it's no longer pink).
Transfer the beef, discard the excess oil leaving about one teaspoon in the wok.
In the same wok, you used for the ground beef, saute the onion in a few minutes. add ginger, garlic, and bell pepper then stir. Cook for about 1 minute.
Add the shredded cabbage and carrot and combine.
Add the sauce and the cooked ground beef then stir together, add black pepper. Soy sauce contains salt, make sure you taste before you season with more salt.
Allow to warm up and everything is well combined, remove from the heat and serve.
